I’m sure someone out there is having this problem, I know I was looking high/low, I chased down possibilities with registry problems and hive. Yeah I check EventID.net but nothing there really helped me out. I did put my solution there for what it’s worth. Got it going following up on some hunches. Enjoy!

The service “sivc” vetoed a target device change request.
In my case this event showed up 131,000 times in seven days.
The named device was cisvc.
I restarted the indexing service on Windows 2003 and it never came back again.
Not sure how cisvc is showing up as a PlugPlay object, but it worked.

For those of you that use net send you might still be looking or gave up on finding it in Windows Vista.
Don’t despair- take a look at MSG.exe
C:\Windows\system32>msg /?
Send a message to a user.
MSG {username | sessionname | sessionid | @filename | *}
[/SERVER:servername] [/TIME:seconds] [/V] [/W] [message]
username Identifies the specified username.
sessionname The name of the session.
sessionid The ID of the session.
@filename Identifies a file containing a list of usernames,
sessionnames, and sessionids to send the message to.
* Send message to all sessions on specified server.
/SERVER:servername server to contact (default is current).
/TIME:seconds Time delay to wait for receiver to acknowledge msg.
/V Display information about actions being performed.
/W Wait for response from user, useful with /V.
message Message to send. If none specified, prompts for it
or reads from stdin.
C:\msg /server:TESTSYSTEM01 console “Your system will be shutdown in 15 minutes.”

The scope has shifted, yet again. Momentary delay. But Lesson learned. Always make sure you have your objectives CLEARLY laid out and agreed on before embarking on any project. This might take place in a departmental notice, or meeting summary, or a Statement of Work. Make sure everyone agrees on the fundamental goals from the beginning. In my case, objectives were communicated to me that a concern was cost, and uptime. Then I was allotted a couple of pre-purposed systems that were then reclaimed. Then the concern came that should we/shouldn’t we support all access devices like Blackberry, Windows Mobile, and such. Then there were questions about Forefront for Exchange and the uptime came into focus again. Also disaster recovery had to be what I am pushing for in the midst of all this. Gotta CYA. The good news is I have put the latest together and making sure everyone is on board before I move on from here. It is fast-track at this point and things will be moving quickly. Updates will come..
2008 UPDATE: Well, the whole direction and scope is scrapped. I will not comment further as this is a company I currently work for.
